這個句子是有Be動詞的，完整的句子是：
When they are studying different cultrues and societies,anthropologists often focus on marriage as a contractual agreement between different parties.when引導(dǎo)的時間狀語從句中的主語they就是主句中的anthropologists.因為前后主語一致，所以they are可以省略。這是很常見的一種用法。舉一個方式狀語從句的例子：
He cleared his throat as if to say something.他清了清嗓子，像要說什么似的。
完整的句子是：He cleared his thoat as if he was to say something.前后主語一致的情況下，he was是可以省略的。不會影響句子的理解。解析的前半句就是告訴你這個。
至于解析的后半句是針對這個題目來說的。已經(jīng)知道有這么一種用法，那么你根據(jù)主句的主語要怎么推斷從句的謂語是什么樣子的。因為是主動關(guān)系，所以采用現(xiàn)在分詞。舉另一個例子來說：
when being questioned,he denied doing anything.這就是主句主語與從句謂語是被動關(guān)系的情況。完整的句子是：when he was being questioned,he denied doing anything.
在主從句主語一致的情況下
when done: 表示動作完成后發(fā)生主句描繪的情形；
when being done: 與主句同時發(fā)生，主句主語與該動作是被動關(guān)系；
when doing: 與主句同時發(fā)生，主句主語與動詞是主動。

必須用現(xiàn)在分詞的完成式having won不能用一般式winning
因為 這是明顯的先后關(guān)系 句子中還有then .強調(diào)動作發(fā)生在謂語之前的動作 應(yīng)該用現(xiàn)在分詞的完成形式。
如果用winning，表示同時發(fā)生 或相繼發(fā)生 。
注意相繼發(fā)生 和先后發(fā)生 概念是不一樣的。本句是先后發(fā)生。
=after winning。。

應(yīng)該改成 “and“ 或者別的并列性的單詞。
因為 ”promoted women's vocational training“ 和 "fought for increased wages for garment workers" 是成并列關(guān)系的。
至于 ”fought“ 的確是過去式，但因為前者的 ”promoted“ 也是過去式，兩者是成并列關(guān)系的所以不矛盾啊。
最后，”garment workers“ 指的是制造服裝的工人。
